How to reset an expired root pasword?

Hi All,
 
We maintain some servers running Digital 4.0. On one system the root
password expired. I booted the system in single user mode and mounted
partitions. When I do "passwd root" I eventually get the message: "Password
not changed: failed to write protected password entry". This does make sense
because the actual passwords are stored in a security database and not
simply in the /etc/passwd. What procedure should I follow to reset the
password?
 
I realize this question must be asked before, but I cannot find it in the
archives. I much appreciate any help.
