root access denied

Hi,

I'm suffering from a memory lapse, could someone assist.

I just built a new system (5.1) and I'm attempting to login as root across
the network and get the error "root login refused on this terminal". I think
I'm overlooking something relatively simple, but at the moment it escapes
me.
