It ended up being a DUPLEX PROBLEM after all.. It would appear the ifconfig
speed commands (IE: ifconfig ee0 up speed 200) don't work so hot.

So on the suggestion of Larry Clegg and Sean O'Connell I added the following
line to /etc/inet.local :

/usr/sbin/lan_config -i ee0 -a 0 -s 100 -x 1
                       ^ ^ ^\ ^\
                     iface medium(utp) speed duplex(on/full)

rebooted the host and voila.. here are the speeds I now get to the NT/Linux
hosts :

ncftp / > put vmunix
vmunix: 14.89 MB 10.71
MB/s

Thanks everyone and have a Happy New Year.
