Partial Summary: User Processes

I got very quick responses to the second part of my question, which was do I need to reboot if I change the max-proc_per_user parameter. Everyone agrees the answer is "Yes, you do need to reboot". As Pete Lindsay stated it:
"sysconfig -Q (subsystem name) will give you a list of that subsystem the "op" field will indicate its modes if the parameter in question contains a "R" ie op=CRQ then they parameter may be modified "on the fly" because max_proc_per_user is op=CQ you cannot modify this "on the fly".... as I understand it."
and everyone else said more or less the same thing.
Will post FULL summary when I figure out the main problem.
