UPDATED - Error with command "rm"

Hi managers,

     we have Tru64 Unix 4.0F, Patch Kit #4.

     We have user "operador", when he execute the command "rm", happen this:

# rm /gc/apps/inpr/dat/precios.db
task_create() failed for pid 14073: maxuprc (=1024) exceeded for uid 4501.
task_create() failed for pid 14073: maxuprc (=1024) exceeded for uid 4501.
task_create() failed for pid 14073: maxuprc (=1024) exceeded for uid 4501.

and not remove nothing.

What happen it???

Add on --->

We have installed sudo utility, and operador can used it, but now the message is
 this:

# sudo rm /gc/apps/inpr/dat/precios.db
swap space below 10 percent free
swap space below 10 percent free
Unable to obtain requested swap space
Unable to obtain requested swap space
Unable to obtain requested swap space
Unable to obtain requested swap space
Unable to obtain requested swap space
swap space below 10 percent free
Unable to obtain requested swap space

What's going on???
