semaphore limited exceded

Hi
   I've got a problem with AS1200 server with 256 mb ram running dec unix
4.0f and database ( PROGRESS 7) . currently the no of database running is 14
if it is incressed to 22, the application gives a error " semaphore limited
exceded (1131) "

 Please suggest which parameter needs to be modified and if the ram needs
to be upgraded.
