Why I cann't get to single mode?

Hi managers,

Question: when I want to change my mode from multi-user to single-user mode,it

          displayed: tset cann't be found

                     /bin/grep cann't be found

          OS :Tru64 UNIX 5.1

Does anyone have some ideas?
