It appears that the OTABASE217 inventory is broken:

usr/.smdb./OTABASE217.scp: P^A^L,DEC_ACL_ACCDIR^A,^E^D^Dÿÿÿÿ^X^DM^A: not found
setld: Installation declined by subset control program (PRE_L). "Compaq Compiled Code Support Library #217" (OTABASE217) will not be loaded.
