It turns out that this is mostly my fault. When installing an updated
version of sendmail from sendmail.org, I scrupulously renamed all the
Tru64 sendmail files (so I didn't overwrite them and I could go back if
needed), including the /usr/lib/sendmail symlink, which the new sendmail
install didn't replace.

Jem Treadwell <Jem.Treadwell_at_compaq.com> helped debug this (mostly
explaining some of the workings of the Event Management system): it
looks like there is a race condition between /usr/bin/mail returning an
error because it can't find /usr/lib/sendmail and closing the pipe,
causing the call to mail the EVM warning to exit without cleaning up
after itself. Restoring /usr/lib/sendmail solved the problem.
