Thanks very much:

        Gerhard Nolte <gnolte_at_gwdg.de>
        "Kevin Oberman" <oberman_at_nersc.gov>
        Matt Thomas <thomas_at_lkg.dec.com>

The short story is that in my case I can run DECnet Phase V without DTS.
I answered 'n' to the DTSS clerk and server question and up to now I
have not discovered any problem.

The long story is listed below.

Thanks very much the help,
Achim

gnolte_at_gwdg.de send a decnet install log file. The relevant portion is:

>Will this system be configured as a DTSS server? (y/n) [n]:
>This system will be not be configured to run DTSS.
