Reboot alphas when network link changes? ICK!

I must be missing something simple here. We have 2 alphaserver 4100s running
DU4.0F that connect via a router. We are using them to test some software that
requires us to change the speed of the link, as in emulating a 56K line to
emulating a T1. When the network person changes
the speed on the router, the alphas refuse to talk anymore over that
interface, and I end up rebooting one of them. There has to be an
easier way to do this. I've tried restarting net services and restarting
via netsetup, and using ifconfig to down and up the interface, nothing
helps. What am I missing?
