Cant obtain database information

 I have a ES40 running Tru64 5.1 with Enhanced Security. The machine
is currently down so I need help desperately. Im getting the message
Cant obtain database information on this terminal whenever I try to
login. I cant even login as root. I can however ftp to the machine
as an ordinary user and everything else seems to be running ok. I can
login as root in single user mode as well.

I looked this up in the archives and found a few things such as
replacing the /etc/auth/system/ttys.db and the devassign files from
backup. I did this but it didnt change anything. I imagine the C2
Security files may be corrupt. Anyone seen this?
