This is a basic FTP server for Windows 3.1. Its directory listing format is similar to that provided by the DOS DIR command which tends to confuse graphical FTP clients resulting in fairly limited compatibility. This makes it not particularly useful.
It starts minimised.

FileZilla attempting to parse the directory listing from Serving FTP. It clearly doesn't recognise the format. For FileZilla to connect I had to use Active mode. Serving FTP does seem to support Passive but the IP address given was wrong. Attempting to download files fails.

When multiple sessions are enabled you'll get a separate window (instance?) for each connection plus an extra idle window.
This is what the directory listings coming back from Serving FTP look like. Of course they don't bother a console-based FTP client at all.
